Internetnews.com reports that “

[o]ne of the most notable changes to Office 2007, its Ribbon interface, is now available to software developers wishing to adopt a similar look and feel for their applications”.

According to Inc.com, the Small Business Administration seeks to prevent corporations from landing small-business contracts.  Earlier this month, the agency unveiled tougher regulations which require small-business contractors to re-certify their size every five years of a federal contract and whenever a contract option is exercised.

CNET News writes that the 4th Circuit Court of Appeals recently sided with alleged spammers.  In a little-noticed opinion issued in mid-November, a three-judge panel acknowledged that e-mail messages advertising cruise vacations may have included a false Internet address and a nonworking "From:" address, but concluded that they nevertheless were permitted under the federal antispam law known as the Can-Spam Act.

BusinessWeek has an interesting article on a French blogging service called Skyblog.  The service, which started as a joke four years ago, has MySpace beat in France–and is looking to expand in Europe and the US. 

ZDNet wonders “how to know when Web 2.0 is going to blow”.  According to the publication, there are a few mileposts to indicate that the Web 2.0 bubble will blow eventually.
