As Poland assumes the Presidency of the Council of the European Union, the opportunities to shape Europe’s digital future are immense. This Presidency offers a unique opportunity to steer EU policies toward fostering a thriving digital ecosystem, one that prioritises the needs of small and medium-sized enterprises (SMEs). Poland has earned a reputation as one of the most favourable places in the EU for startups, thanks to its vibrant entrepreneurial ecosystem, favourable policies, skilled workforce, and access to venture capital. The Polish startup ecosystem has become one of the most developed in Central and Eastern Europe (CEE), setting a strong foundation for SMEs to find success.
At ACT | The App Association, we represent the voices of SMEs in the app economy, whose contributions are central to Europe’s digital innovation. Recognising that Poland’s leadership will be highly influential in shaping policies that impact all Member States, our welcome letter to the Polish Presidency outlined key priorities of SMEs in the app ecosystem. The letter highlights key areas where collaboration can drive tangible, positive outcomes. Some of those include:
- Empowering SMEs with a Balanced Regulatory Framework: SMEs are the backbone of Europe’s economy and its digital transformation. Yet, these businesses often face disproportionate challenges from regulatory measures designed with larger corporations in mind. The Polish Presidency can champion a regulatory environment that minimises bureaucratic hurdles, reduces compliance costs, and fosters innovation. By simplifying regulations and tailoring them to the unique needs of SMEs, the Polish Presidency can empower these businesses to innovate and grow, ensuring a competitive and inclusive digital economy.
- Supporting Fair SEP Licensing: We ask for the prioritisation of the EU Standard Essential Patent (SEP) Regulation to create a fair and transparent SEP licensing framework. This is vital for SMEs in the app economy, who often struggle with SEP negotiations. A clear and equitable licensing process would enable SMEs to innovate without being overwhelmed by licensing fees, levelling the playing field for smaller players in the digital space.
- Thoughtful Implementation of Digital Regulations: Europe’s SMEs are navigating a sea of regulations, often experiencing ‘regulatory fatigue.’ The App Association calls on the Polish Presidency to prioritise the effective implementation of existing digital laws rather than introducing additional complexities. By ensuring that regulations complement rather than contradict one another, the EU can protect digital security while fostering an environment conducive to innovation and growth.
By taking these steps, the Polish Presidency can significantly support Europe’s SMEs and foster a competitive and innovative digital economy.
