WASHINGTON – ACT | The App Association President Morgan Reed released the following statement after the Office of the United States Trade Representative released the 2024 National Trade Estimate Report on Foreign Trade Barriers (NTE Report), which failed to properly call out trade barriers that hurt American small businesses from competing fairly.

“For years, USTR rightly called out foreign trade barriers that harmed the ability of small businesses in the digital economy to compete fairly and succeed in the global economy,” said Morgan Reed, President of ACT | The App Association. “The 2024 NTE is the latest blow to American entrepreneurs and startups after the irresponsible decision to withdraw U.S. support for foundational positions on digital trade policy within the World Trade Organization last year. As the digital transition continues, we urge the Biden Administration to reassure entrepreneurs and startups that the United States will stand up to the relentless effort to exclude American small business and startup innovators from foreign markets.”
